Provide support across all facets of the Sponsor’s financial performance & process to achieve mission, while adhering to all Sponsor and Sponsor Agency’s policies for fiscal and risk management
Design, implement, perform and evolve processes, procedures and reporting to support Sponsor’s use of fund and subsequent reporting
Monitor and provide analysis of spending trends, obligation, and execution rates, in coordination with Sponsor Leadership and Agency entities (e.g., CFO, etc.)
Perform the day-to-day processing of budget for committing, obligating, and expensing funds
Prepare supporting documents for budget exercises, over-guidance, unfunded calls, and reprogramming
Prepare briefings, budget, spend plans and programmatic activities to support IC and Agency reporting requirements
Implement processes and procedures supporting SLA establishment as well as providing expert guidance on contractual requirements, obligations, and funding tenure
Reconcile spend plans with actual and planned expenditures and recommend options to address potential over- or underutilization of resources
Perform short-term and long-term financial trend analysis leveraging data from all Agency financial services.
Design, implement, and improve processes and procedures for planning out-year budgeting.
Support development and drafting of Sponsor’s contributions to the Congressional Budget Justification Book and related Budget planning exercises (i.e., IPOM, IPBS, CBJ)
Required Qualifications:
12 years of experience supporting Sponsor and/or Sponsor Agency, formulating and executing budget and monitoring all phases of the spend plan process, to include reprogramming funds, proactively identifying areas of concern, and identifying and implementing solutions
Demonstrated experience using Sponsor Agency specific applications for budget monitoring and execution (e.g., Prime, BASIS, Cognos, ALM).
Demonstrated experience in performing day to day processing and monitoring of budget using the Sponsor Agency system(s) to commit, obligate, and expense funds.
Demonstrated experience in the Sponsor Agency’s unique fiscal authorities, regulations, policies and corporate decision-making priorities and processes.
Demonstrated experience in using Commercial Off the Shelf applications for managing budget execution, individually and in a team environment
Demonstrated experience developing and producing budget and finance reports to effectively communicate information about complex resource and mission data to diverse sets of customers with varying experiences in resource management
Demonstrated experience effectively supporting ad hoc and recurring tasks to answer inquiries about current budget execution, and out-year budget planning.
