Responsibilities

  • The Proposal Manager coordinates and participates in all aspects of the proposal development process and ensure the on-time delivery of high-quality and fully compliant proposals.
  • The Proposal Manager applies best practice processes for disciplined and efficient proposal activities, communicating continuously with the Sales and Delivery Teams and the Proposal Team, to ensure professional RFP-compliant proposal documents are developed and delivered on time.
  • The Proposal Manager is customer satisfaction-focused and has the personal initiative, creativity, resourcefulness, integrity, commitment to compliance and problem-solving skills to work independently, while guided by broad policies and objectives.
  • Specific expertise with Compliance Management.
  • Experience in a Government contracting environment with progressive leadership positions involving compliance and working knowledge of government contracts and the FAR.
  • Provide interpretation, guidance and application of government released RFx and other proposal opportunities.

Specific responsibilities include:

 

  • Develop the proposal management plan (PMP), schedule, RFP/SOW compliance matrix and requirements-driven outline.
  • Develop proposal production and delivery plans that minimize risks and provide realistic completion deadlines.
  • Maintain proposal process discipline, exercising operational control over and managing communication plans, schedules, and deadlines.
  • Plan and arrange in advance for the necessary proposal production resources (resources and material requirements).
  • Determine items that are behind schedule; identify barriers to progress; and plan and implement effective and efficient problem-solving and corrective action plans.
  • Capture Lessons Learned and implement improvement to the proposal process and product. Write and edit proposal narrative as necessary based on input from applicable technical and managerial subject matter experts.

Qualifications

Required Qualifications:   

  • Must have a Bachelor's degree or possess equivalent experience in lieu of a degree.
  • Must have a minimum of 5+ years experience in proposal management and coordination activities; specifically within a Government Contracting environment.
  • Must have experience in following standardized proposal development processes and procedures and adapting them to specific pursuit delivery needs. Must have an understanding of proposal production knowledge and practice to include planning, scheduling, workload and document management.
  • Must be skilled in developing proposal schedules and using checklists and action plans to accomplish on-time proposal compliance and delivery; ability to establish, monitor and work within budget parameters.
  • Must have excellent organization skills; ability to establish, manage towards and meet deadlines.
  • Must be skilled at organizing and setting up proposal teams at various sites.
  • Must have strong verbal and written communication skills with demonstrated ability to communicate clearly, concisely, and effectively.
  • Must have the ability to brief senior management on plans with a focus on actions to address specific proposal needs and activities.
  • Qualified applicants may be subject to a security investigation and must meet minimum qualifications for access to classified information. U.S. Citizenship required.
